This paper proposes the Cortical Instinct Integration Theory, arguing that human behav-ioral regulation and advancement do not stem from free will, but from neuroplastic enhance-ment of cortical instincts. These instincts enable effective integration of lower-level instinctsto optimize social adaptability. Grounded in neuroscientific evidence that challenges the exis-tence of free will, the theory emphasizes that education and behavior training serve to restruc-ture instinctive responses rather than cultivate autonomous agency. Drawing from neuroplas-ticity, behavioral economics, and clinical psychology, this paper redefines behavior modifica-tion mechanisms and their implications for social institutions.For correspondence: jiunming.an@proton.me
