Misinformation is often framed as a cognitive failure, focusing on the vulnerabilities of those who believe it. We argue instead that it stems from disinformation campaigns—that is proactive intergroup aggression. This shift in perspective moves the focus from targets to actors, calling for interventions directed at those who create and spread falsehoods.
