Time and cost overruns are major problems in construction project management, especially in developing nations like Iraq, where fragile institutional frameworks and unstable economic situations intensify these issues. Compliance with project timelines and financial plans is crucial for achieving effective results and enhancing stakeholder value. This research examines the fundamental reasons for time and expense overruns in ongoing building construction projects in Iraq. A thorough technique integrating field studies, expert interviews, and an exhaustive literature analysis revealed 37 significant elements. The relative importance index (RII) quantitatively evaluates factors and results highlighting that client-related funding delays were the most critical, followed by contractor financial difficulties and substandard site conditions. Factor analysis categorized these causes into nine major groups, with financial factors and managerial dimensions identified as the most critical. The results demonstrate the use of multiple regression models to predict budget overruns caused by delays in the project timeline and difficulties encountered during construction. Inadequate site preparation and schedule variations considerably affect project performance as a whole, according to the results .To enhance construction outcomes and mitigate risk this study offers policymakers and project stakeholders practical solutions to other developing countries facing comparable management and infrastructure limitations can derive enhanced their influence.
