This critical review examines the evolution of China's vocational education management system through a multi-dimensional analytical framework that synthesizes historical reform trajectories with contemporary international leadership theories. The analysis traces the transformation from centralized state control to diversified, technology-enhanced governance models, utilizing the Job Demands-Resources (JD-R) theoretical framework to evaluate the impact of systemic reforms on the professional environment within vocational institutions, particularly in inland regions. The review identifies a persistent implementation-wellbeing gap and a digital leadership deficit as critical challenges facing the sector. Findings suggest that future reform initiatives must transcend structural reorganization and integrate international standards of digital leadership to achieve genuine human-centric educational excellence. The discussion advocates for a paradigm shift from traditional administrative command models toward networked governance systems that prioritize educator wellbeing and technological empowerment as essential resources for institutional effectiveness.
