In February of 2013, the White House’s Office of Science and Technology Policy released a memo titled “Increasing Access to the Results of Federally Funded Scientific Research”. As part of the Obama Administration’s effort to promote the values of transparency and accountability this memo, colloquially called the “Holdren Memo,” required US federal research agencies with budgets over $100 million dollars to provide a plan which described: how the agency would give public access to results of research funding, both publications and research data, and required research projects to have research data management plans. Through thematic analysis this paper reviews works which have evaluated the OSTP memo since 2013. By answering the research question “what assessment of the 2013 OSTP memo has occurred?” researchers in the field of information and public policy analysis have a snapshot for what has been done and identified gaps that need to be filled to have the best idea of the impact of these U.S. federal government-wide open science mandates.
