Abstract

This paper proposes a novel theoretical framework—Dynamic Fractals and Ob?server Theory (DFOT)—aimed at reinterpreting the fundamental laws of the uni?verse from both philosophical and physical perspectives. Centered on the conceptsof dynamic fractal recursion and observer dependence, this theory challenges thetraditional assumptions of absolute universality of physical laws and the staticstructure of the universe. By introducing a multiscale unified framework, the paperelucidates the recursive, hierarchical nature of the dynamic fractal universe, the rep?resentational nature of physical laws, and the critical role of the observer in shapingthese laws. Furthermore, the theory establishes connections with general relativityand quantum mechanics, offering a novel approach to resolving their long-standingincompatibility. Using mathematical descriptions and theoretical analogies, thepaper demonstrates how dynamic fractals unify physical laws across scales and ex?plores the potential applications of the theory in cosmology, quantum gravity, andexperimental validation.
