The Quantum Ocean Theory (QOT) presents a revolutionary framework that unifies quantum mechanics, general relativity, and cosmology by proposing that classical spacetime and physical laws emerge from a fundamental quantum ocean—a superposition of all possible geometries and field configurations. Ex- tending the principles of “Emergent Gravity from Quantum Decoherence,” QOT posits that quantum decoherence, driven by Lindblad operators tied to geomet- ric invariants, selects stable, resonant configurations that manifest as classical universes. This theory naturally explains the fine-tuning of physical constants, the arrow of time, and the origins of dark matter and dark energy through the dynamics of wave heights in the quantum ocean. We predict observable phenomena, including fractal anomalies in the cosmic microwave background (CMB), high-frequency gravitational waves, and minute variations in the speed of light, offering clear paths to experimental verification.
