Data-utilisation barriers and facilitators in services delivering parenting programs: a qualitative analysis informed by the Theoretical Domains Framework & COM-B model

Evidence-based parenting programs (PPs) benefit children and families (e.g., enhanced parenting, reduced child problems). However, equitable delivery of PPs is challenging. Use of local and timely lead indicator data (assessing program quantity, quality, and participation) can show whether enough high-quality services reach families in need. This study identified barriers to, and facilitators of, lead indicator data-utilisation (i.e., data collection, reporting and use in decision-making). We interviewed 18 Australian PP service providers in 2022. Findings suggest solutions need to target Capability (e.g., data literacy), Opportunity (e.g., resources and funding, data systems), and Motivation (e.g., understanding the purpose and benefits of data-utilisation).
