Objective This study elucidates the relationship between the level of homogeneity management in county-level community healthcare services and the medical service capacity of township health centers. and constructs an influence path model. It aims to promote the coordinated development of county-level medical and health undertakings and further achieve the goal of high-quality development of county-level medical communities. Methods Based on literature research, an evaluation system for homogenization management level of medical services in county-level medical communities was built by expert consultation, with weights determined by AHP. Entropy weight-TOPSIS and WRSR were combined to evaluate homogenization management and service capabilities. Questionnaire data were tested by descriptive, reliability and factor analyses, and SEM verified the influence path. Results An indicator system for homogenization management (4 first-level, 10 second-level, 24 third-level indicators) and service capabilities (4 first-level, 8 second-level, 29 third-level indicators) were constructed. 646 valid questionnaires were collected; both questionnaires had good reliability (Cronbach’s alpha 0.962, 0.939) and validity. SEM showed homogenization management significantly affected service capabilities ( β = 0.649, P < 0.001), with influence order: business management > basic medical care > resource allocation > comprehensive management. Conclusion There are differences in homogenization management and service capabilities among 4 sample county-level medical communities. Improving homogenization management via system construction, unified standards, talent optimization and information construction can boost township health centers’ service capabilities and promote high-quality development.
