Development of pharmacy research priorities in Malaysia using a national, multi- stage participatory approach

Abstract

Background Pharmacy research plays a crucial role in advancing healthcare and improving the well-being. Setting priorities in pharmacy research ensures that efforts are impactful, ethical and aligned with broader health goals. This study details the development process and key priorities for pharmacy research in Malaysia for 2024–2029. Methods The project, led by the Pharmacy Research & Development Sub-division in Pharmaceutical Services Programme, Ministry of Health Malaysia utilised multi-stage participatory approach. Initial situational analysis assessed the adoption of previous priorities, identified barriers and conducted literature reviews prior to prioritisation step based on selected criteria. Stakeholder consultations and expert panel inputs were integral to the process. Results Eight strategic priority domains were formulated including areas like medicine development, access to medicines, impact of pharmacotherapy optimization, impact of pharmacy services, medicine consumerism, digital-in-health, governance as well as capacity and capability building. The thematic analysis categorised 77 research gaps into these domains. Stakeholder engagements including focus groups and surveys helped ensures a comprehensive and relevant priority setting. Conclusions The Pharmacy Research Priorities in Malaysia for 2024–2029 were developed through a systematic and inclusive process emphasising both procedural fairness and consequential outcomes. This initiative aims to guide resource allocation and unite stakeholders towards addressing Malaysia’s pharmaceutical needs.
