The development of education in the 21st century requires learning that integrates local culture with digital competence. This study aims to develop and validate the IQRA (Identification, Questioning, Reasoning, Application) Model assisted by E-comics based on the Pangadereng values of the Bugis -Makassar community to improve the digital literacy of junior high school students in Makassar, Indonesia. The study used the Borg & Gall Research and Development model approach, involving 14 social studies teachers and 345 seventh-grade students. Data were collected through interviews, questionnaires, and expert validation. The results showed that the integration of Ade ' (4.30) and Sara' (4.40) values was more dominant than Wari' (4.00) values, while students' digital literacy was still moderate (59%) with low digital ethics (37%). The IQRA-E-Comic model proved to be valid (average 4.30) and effective in bridging local culture with digital pedagogy and contributing globally to strengthening Culturally Responsive Digital Pedagogy in character-based social education.
