The aim of this study was to construct a qualitative framework to guide the design of high-fidelity simulation scenarios for human-system interface (HSI) evaluations in the nuclear power industry. New HSI technologies may have unanticipated consequences on nuclear power plant (NPP) control operations especially for control room operators. It is recommended to evaluate such technologies in high-fidelity simulation as part of the integrated system validation testing prior to implementation in actual operations. Optimal simulation scenario design that includes realistic cases that may be impacted by the new HIS is essential for conducting a valid evaluations. We conducted a qualitative study with 13 NPP scenario developers and trainers from three different NPPs regarding simulation scenario design. The resultant NPP simulation scenario design framework detailed the design process, which includes four major phases: development of scenario requirements, high-level design, low-level design, and implementation and improvement. The practical implication of the framework is illustrated with an example using it to guide the design of simulation scenarios to evaluate a NPP HSI. Future directions to further develop the framework are discussed.
