A Theoretical Framework to Assess Smart City Resilience in Nepal

This study uses Smart City frameworks to examine how resilient Nepali municipalities are to disasters. Nepal's cities are particularly vulnerable to man-made and natural risks due to rapid urbanization and poor planning. This study assesses resilience in 13 towns by looking at institutional frameworks, information systems, infrastructure, and disaster risk management facilities. To create a resilience score for every city, a multi-criteria method was used, combining qualitative and quantitative data. The results show that although larger cities, particularly metropolitan centers, are more resilient, their high population density makes them vulnerable. Smaller towns face difficulties with government and little resources. To promote a resilient urban future, recommendations center on strengthening intergovernmental coordination, implementing smart technology, and upgrading infrastructure.
