Aiming at the problems of insufficient service level and unreasonable resource allocation in the current community elderly preventive healthcare service, this study designs a community preventive healthcare service network model based on community elderly demand uncertainty. The linearized model is constructed by transforming the non-linear problem into a linear form for processing. This process realizes the scientific optimization of service site capacity allocation. Further, the NSGA-II is utilized to solve the optimal computation problem in the model, so as to shorten the waiting time of the service demanders and reduce the operation cost. The results showed that the preventive healthcare service station optimization solution fluctuated within the 0.95-1.00 average service level range under the community service configuration condition with a determined service site selection plan, at a service rate of 10, and with different population growth rates within 30 days. This solution met the site optimization needs and was the least costly among all the models compared. The model proposed by this study significantly improves the convergence speed and solution set quality of multi-objective solving, providing scientific basis for resource allocation of community elderly health services and helping public health related units make more informed decisions.
