Research on the Evaluation and Optimization Path of Sports Tourism Policy Based on the PMC Index Model

Abstract

Sports tourism-related policies formulated and implemented at the national level have played an essential supporting role in promoting the integrated development of China's sports and tourism industries, regional coordination, and high-quality economic development. However, there is still a lack of scientific quantitative evaluation of the systematicness, rationality, and completeness of current national-level sports tourism policies. For this reason, this paper utilizes the PMC-Index model and text mining technology to construct a comprehensive evaluation index system for national-level sports tourism policies. Based on PMC-Index and PMC-Surface, 18 national-level policy texts issued since 2016 were systematically analyzed and evaluated. The results show that the average PMC-Index of the 18 policies is 7.37, and the PMC-Surface plot is overall smoother, indicating that the policies have a better foundation in terms of structural rationality and content integrity. Through further analysis, it is found that although most of the policies perform well as a whole, there is still room for optimization in terms of implementation details, short-term response capacity, and regional adaptability. This study contributes to a comprehensive understanding of the strengths and weaknesses of national sports tourism policies and provides a theoretical basis and practical reference for the optimization and formulation of future policies.
