This study assessed the effectiveness of the implemented recruitment and selection system in the Department of Education (DepEd) Bohol Division, as experienced by teacher-applicants during the 2024–2025 and 2025–2026 hiring cycles. Anchored on Strategic Human Resource Management, Organizational Justice Theory, and the Technology Acceptance Model, the research examined perceptions of efficiency, fairness, applicant portal usability, and overall satisfaction. Utilizing a descriptive-evaluative design, data were gathered from 902 valid responses through an online survey instrument, which underwent pilot testing and yielded a Cronbach’s alpha of 0.88. Descriptive statistics and inferential analyses, including z-tests and ANOVA, were used to analyze the data. Results showed that the system was perceived as highly effective across all dimensions, with no significant difference between the two recruitment cycles. However, significant variations emerged based on the number of application attempts and current employment status. While the findings affirm the system’s overall effectiveness, the study also acknowledges its limitation in sampling, as participation was voluntary and not randomized. Thus, while the results offer valuable insights, they should be interpreted with caution. The study concludes that the system demonstrates consistent and equitable implementation, yet highlights the need for continued responsiveness, especially to repeat applicants and underrepresented voices.
