A New Theoretical Framework: Blockchain-Enhanced Social Contribution Assessment for Social Welfare Reform in Vietnam

In the light of globalization and digital transformation becoming an inevitable route, this article provides a theoretical framework based on blockchain technology to assess social contributions, intending to increase equality in the field of social welfare in Vietnam. Utilising the principles of sustainable development theory, behavioural theory, game theory, opportunity cost theory, social equity theory, welfare economics, and public administration, this approach employs a blend of qualitative, quantitative, and simulation analysis techniques to establish a robust framework for the system. This theoretical framework tackles the issues of inefficiency, opacity, and inequitable resource distribution within the existing welfare system, while also addressing the study gap on blockchain implementation in social welfare in Vietnam. Theoretical simulation and qualitative research demonstrate the viability and alignment with Vietnam's National Policy. The research indicates that this method can enhance development metrics, including the Human Development Index (HDI) and the Gini coefficient. The study's significance resides in offering a framework and robust foundation for Vietnam and other nations in the digital revolution, enhancing the efficacy of social welfare programs, and promoting active citizen engagement in community development.
