Abstract

The study investigates how Monitoring and Evaluation practices influence project performance in Ghana. A sample of 113 participants from the Accra Metropolitan Assembly leadership was included in the research, using primary data gathered through structured questionnaires. Purposive sampling was used to identify individuals who were involved in the monitoring and evaluation processes. The analysis utilises quantitative methods, specifically descriptive statistics and Partial Least Squares Structural Equation Modelling. The results indicated that capacity building has a substantial impact on project outcomes by providing staff with essential skills and cultivating a culture of continuous learning. Advanced methodologies and tools were demonstrated to be essential for effective project management, allowing teams to make precise decisions and monitor progress. Technical expertise was also demonstrated to be essential. Furthermore, stakeholder engagement became an essential component, fostering a sense of collaboration and ownership among a variety of stakeholders, resulting in enhanced project performance. As a result, it is imperative to prioritise capacity-building initiatives by investing in comprehensive training programs for staff members who are involved in monitoring and evaluation. This provides them with the requisite knowledge and skills to effectively manage initiatives and overcome obstacles. Also, it is crucial to prioritise the recruitment of individuals with a high level of technical proficiency in monitoring and evaluation, as their specialised skills are essential for the development of data-driven decision-making and accurate assessments.
