Multi-scale collaborative regulation of water transfer projects can achieve the regulation goal combining macro-control with local adjustment, enhancing the resilience of regulation schemes. However, due to the strong uncertainty of the annual water demand process and the difficulty in effectively coupling water quantity models with hydraulic models at various scales, the implementation of multi-scale collaborative regulation technology for water transfer projects is challenging. This study takes the Jiaodong Water Transfer Project and its typical open canal section as an example, proposes a technical chain of "total quantity control-coupled nesting-rolling correction", constructs water regulation models of medium-to-long scale, short scale, and real-time scale, and conducts research on multi-scale collaborative regulation technology. The execution accuracy of the multi-scale regulation schemes is over 99.85%.
