Scientific research is fundamental to academic progress, yet its evaluation and improvement pose significant challenges, especially in resource-limited contexts. This study investigates the evaluation and enhancement of scientific research and publications at UNEC, demonstrating how strategic interventions can elevate research quality. Our analysis reveals that targeted strategies, including funding incentives and international collaborations, resulted in a 26-fold increase in research activity scores from 2017 to 2019. These findings offer a replicable model for resource-constrained universities to strengthen research output. By integrating innovative evaluation methods, this study contributes to the literature with a practical framework for improving the fairness and effectiveness of academic research assessments.
