Abstract

This study evaluated the effectiveness of Social Safety Net Programs (SSNPs) in empowering women in rural Bushenyi District, Uganda, focusing on the role of public-private partnerships (PPPs). Using a mixed-methods approach, data were collected from beneficiaries, public officials, and private partners. Descriptive statistics (mean = 4.5725, SD = 0.39025) and hypothesis testing (t = − 1.218, p = .002, p < 0.05) confirmed a significant relationship between PPPs and SSNP implementation, refuting the null hypothesis. Findings highlight PPPs' critical role in advancing social initiatives through non-financial contributions like land and permits, ensuring regulatory compliance and project efficiency. Integrating public sector oversight and private sector expertise emerged as key to aligning projects with community needs. Stakeholder engagement was also emphasized to promote acceptance and sustainability. The study concludes that PPPs enhance SSNP implementation by leveraging complementary strengths, promoting transparency, and mitigating corruption risks. These insights offer valuable guidance for policymakers and practitioners aiming to strengthen social safety nets in rural communities.
