Abstract

This study analyzes the application of an innovative framework that integrates Lean philosophy, digital micro-credentials, and collaborative learning strategies within a Brazilian federal public institution. Designed to strengthen state capabilities and enhance institutional effectiveness, the model was implemented in the management of decentralized execution instruments. The investigation adopts a participatory approach grounded in action research, combining interviews, document analysis, and participant observation to identify operational bottlenecks and guide structured interventions. A capacity-building program was designed with micro-credentials organized into short, objective modules aimed at solving concrete public administration challenges. The results demonstrate significant progress in process standardization, intersectoral collaboration, service delivery, and staff motivation. Participants actively contributed to the co-creation of operational manuals and the redesign of institutional routines, leading to efficiency gains, reduced rework, and stronger internal mechanisms for control and accountability. The framework proved effective in promoting organizational learning, fostering adaptive governance practices, and consolidating a culture of continuous improvement. The study’s limitations lie in the pilot nature of the intervention and the specificity of the institutional context, although the model exhibits strong potential for replication across other public agencies. This work contributes to the international discourse on public innovation by presenting a validated, evidence-based approach aligned with the Sustainable Development Goals, particularly in building effective, accountable, and inclusive institutions.
