This study provides a rigorous examination of the Muslim World League (MWL) as a dynamic instrument of soft power dedicated to advancing the interests of global Muslim communities. Focusing on the period between 2014 and 2025, the research analytically explores the MWL's strategic initiatives, programmatic activities, and diplomatic engagements within the evolving landscape of international relations. Central to the investigation is the transformative leadership of Secretary General Dr. Mohammad bin Abdulkarim Al-Issa, whose tenure since 2016 has caused a major shift in the organization's operational philosophy and global influence. Employing qualitative research methods, including thematic document analysis and semi-structured elite interviews with key stakeholders, the study systematically assesses how the MWL leverages soft power mechanisms to address complex challenges and foster opportunities for Muslim populations worldwide. The analytical framework integrates Joseph Nye’s soft power theory with political communication and organizational institutionalism to evaluate the MWL’s legitimacy-building strategies and normative impact. Principal findings indicate that the MWL has successfully positioned itself as a leading advocate for moderate Islam, expanded its humanitarian efforts, and achieved positive reception across diverse regional contexts. Notable initiatives, such as the Charter of Makkah (2019), extensive humanitarian operations, historic interfaith dialogues, and innovative educational programs, have amplified its global influence. The study concludes that the MWL’s strategic deployment of soft power has substantially contributed to uplifting Muslim communities and shaping international perceptions, thereby enhancing scholarly understanding of faith-based organizations in contemporary global affairs.
