This study analyzes some of the impacts of the educational policy implemented in the state of Espírito Santo (ES) between 2015 and 2018, focusing on the changes that occurred in High School and its impacts on Adult Education. The analyses are based on the theory of the Globally Structured Agenda for Education (Dale, 1999, 2004), considering three categories for analysis: educational quality, New Public Management, and the right to education. Based on this, the chosen methodological approach was documentary analysis, taking into account documents such as Inep data (2015 to 2018), information from the School Census available at the Educational Data Laboratory of the Federal University of Paraná, as well as texts extracted from the Official Gazette and other publications. The results indicate that changes in the school supply meant the expulsion of students from High School, closure of in-person adult education classes and the expansion of the distance learning model, fulfilling economic and political interests directly linked to the (re) understanding of what means quality, governance and right to education.
