Abstract

EU policy prioritises Russia’s bordering states, yet Turkey and Iran are some of Moscow’s major commercial partners and a contributor to its economic endurance, often escapes equivalent attention. The Cypriot governments lack the resources, human capital and political power to effectively deal with the existential threats. Domestic adjustments and European strategies by both the Cypriot governments can play an important role. These include expanding domestic capabilities and shifting attention and resources to the Southern Flank, yet, the success of this depends on their degree of commitment.
